The United States Special Operations Command (USSOCOM) seeks to replace the ALQ-157 infrared countermeasure (IRCM) system currently installed on MH-53 aircraft with a non-developmental IRCM system featuring a multi-band laser jamming energy source. This contract covers the design, development, flight-worthy installation, modification of the MH-53 aircraft, and support for initial fielding and sustainment of the new Group-B IRCM system. The MH-53 aircraft, with its service life extended through 2014, will eventually transition hardware procured under this contract to the CV-22 aircraft as the MH-53s are phased out. The estimated maximum contract value is $135 million, with funding coming from both research and development and procurement sources, and the period of performance spanning approximately four years through December 2006. The contract structure may include a base year and three option years or a four-year ordering period, with deliveries anticipated in fiscal years 2004 and 2005. The procurement will be an unrestricted competitive solicitation under NAICS code 334511, targeting businesses with up to 750 employees. USSOCOM requires all contractors to be registered in the Central Contractor Registration system to participate. The Request for Proposal was expected to be published in March 2003, preceded by an Industry Day and release of a draft Statement of Objectives in early 2003 to facilitate industry engagement. The contract will employ multiple pricing mechanisms, including firm fixed price, cost-plus fixed fee, and time and materials contract line items. Points of contact for questions include Ms. Jacqueline Foreid-Germain and Contracting Officer Charles Bright. The effort aims to ensure that advanced infrared countermeasure capabilities are effectively integrated and sustained on legacy and future aircraft platforms.
