The Naval Air Systems Command (NAVAIR) plans to modify contract N00019-00-C-0277 to procure and deliver a single replacement FireScout Ground Control Station for the FireScout Demonstration System. This modification will be awarded to Northrop Grumman Corporation, San Diego, CA, without full and open competition due to the company's unique role as the sole designer, developer, and manufacturer of the FireScout UAV. Northrop Grumman possesses exclusive technical expertise, proprietary data, and detailed system understanding that are essential for this delivery, justifying the non-competitive nature of this procurement. This notice serves as an announcement of intent rather than a solicitation for competitive proposals. While direct competition is not sought, subcontracting opportunities may be available, and interested parties with relevant technical capabilities are invited to provide information to designated contacts within NAVAIR. The contract, managed by an office within the Department of Defense at Patuxent River, MD, underscores the specialized nature of the FireScout program and the necessity of relying on the original equipment manufacturer for this critical system component.
