This competitive procurement is exclusively set aside for small businesses and aims to develop a Remote Casualty Location and Assessment Device (RCLAD). The goal is to create a cost-effective, portable device capable of detecting subtle motion and breathing rates through obstructions at close range, as well as at longer distances without obstructions. The RCLAD is intended to meet two critical needs for USAF fire rescue personnel and para-rescue specialists: locating casualties beneath rubble using vital signs detection and monitoring vital signs through protective clothing and body armor at short ranges. The contractor awarded will be responsible for the design, development, and delivery of RCLAD prototypes that meet the government’s performance specifications. The proposal submission process is outlined with a draft Request for Proposal expected around October 25, 2002, and a final release by November 21, 2002. The contracting office is located at Wright Patterson Air Force Base, Ohio, under the Department of Defense’s Air Force Materiel Command. Key contacts for the opportunity are Ms. Dorothy Howe and Mr. Michael Forbis. This acquisition supports the USAF’s operational requirements for enhanced rescue and casualty assessment technology.
