AI Contract Overview

This contract pertains to the research, design, development, and testing of the FORESTER system, a Foliage Penetration (FOPEN) Moving Target Indicator (MTI)/Synthetic Aperture Radar (SAR) designed for rotary wing platforms. The system aims to detect and track dismounted troops and vehicles concealed by heavy foliage, a capability beyond traditional microwave radars. Additionally, it will target low-flying, slow-moving aircraft and Multiple Rocket Launcher Systems (MLRS) munitions, while also providing synthetic aperture radar imagery during aircraft movement. The FORESTER is intended to integrate with the Future Combat System Infrastructure, enhancing reconnaissance, surveillance, tracking, and engagement capabilities in challenging environments. The effort is structured as a 41-month project segmented into three phases: an 8-month initial phase focusing on research, requirements, and preliminary design; a 15-month phase for completing design, development, and static testing of a prototype; and an 18-month phase for prototype development, integration, and flight testing. Initially, up to two Cost Plus Fixed Fee contracts will be awarded for Phase 1, with options to extend into subsequent phases based on funding and performance. DARPA and CECOM I2WD jointly manage the solicitation process through a Broad Agency Announcement, with a bidders' briefing scheduled and final request for proposals anticipated by early November 2002. The contract involves close government collaboration and emphasizes innovative radar technology development for enhanced battlefield situational awareness.
