The Naval Air Systems Command (NAVAIR) hereby issues the following synopsis for VH-92A Spare Parts.  This is a follow-up announcement to the Sources Sought, 2025-APM274-BOA-0001, previously posted to SAM.gov on 6 January 2025. The Sources Sought announcement is now closed.  Two (2) responses were received and adjudicated.

NAVAIR intends to negotiate and award a delivery order and delivery order modifications under Basic Ordering Agreement (BOA) N00019-23-G-0002 to Sikorsky Aircraft Corporation (Sikorsky), a Lockheed Martin company on an other than full and open competition basis.  The resultant order and modifications will be for FY28 spare parts and rapid parts procurements in support of VH-92A.  Sikorsky is the only known source with the knowledge, experience, expertise and the necessary proprietary technical data required to perform this effort.  Sole source acquisitions will be procured under the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103-1, "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements".

This notice of intent is not a request for competitive proposals. However, interested parties are requested to submit a capability statement for the purpose of determining whether to initiate a competitive procurement. All responses received by the Government within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed contract actions based upon responses to this notice is solely within the discretion of the Government. Questions regarding this notice should be addressed to Jessica Lee via e-mail at jessica.l.lee71.civ@us.navy.mil. Small businesses who are interested in subcontracting opportunities for these efforts should contact Michael Lavoie at michael.lavoie@lmco.com.

Solicitation # SPRPA126QUB76
Solicitation SPRPA1-26-Q-UB76, issued by DLA Aviation at Philadelphia, seeks the procurement of two newly manufactured aircraft fairings under NSN 7RH 1560-01-659-9591 P8. This is a fixed-price acquisition for commercial products where the government will conduct inspection and acceptance at the origin. A critical requirement for eligibility is that parts must be FAA-Certified and accompanied by an FAA Authorized Release Certificate (FAA Form 8130-3 Airworthy Approval Tag). Only newly manufactured spares are acceptable; refurbished, remanufactured, or repaired materials are strictly prohibited. Furthermore, offers must originate from government-approved sources of supply, and distributors must provide an authorized distribution letter on source letterhead at the time of proposal submission. Evaluation may include SPRS risk assessments regarding item, price, and supplier risk. The contract incorporates stringent quality and safety standards, including AS/EN/JISQ 9100 requirements and DFARS clauses for Critical Safety Items. Packaging must adhere to MIL-STD-2073 and MIL-STD-129 for marking, with specific requirements for Depot Level Repairable labels. Administrative requirements include electronic invoicing via Wide Area WorkFlow (WAWF) and compliance with the Buy American Act and various cybersecurity and human trafficking regulations.

16--HOUSING VALVE, ELEC, IN REPAIR/MODIFICATION OF
Solicitation # N0038327RNA09
This solicitation, issued by the Navsup Weapon Systems Support, requires a contractor to provide all necessary facilities, labor, materials, and tooling to overhaul, upgrade, repair, test, and inspect the Housing Valve, Elec (NSN 1610-016082920, P/N 1007720-2). The primary objective is to return these units to a Ready For Issue condition, ensuring they perform reliably in an operational environment. Work must be performed in accordance with Hamilton Sundstrand Corporation drawing 1007720-2 and MIL-STD-130 for markings. The contractor is responsible for all manufacturing aids and test equipment, as government-furnished property is not provided. Key administrative requirements include the use of the Wide Area WorkFlow system for electronic invoicing and payment. Quality standards are stringent, requiring compliance with ISO 9001/SAE AS9100 and the maintenance of a calibration system meeting ANSI/NCSL Z540.3 or ISO-10012-1. The contract establishes specific protocols for Beyond Economical Repair determinations, which occur when costs exceed 75 percent of the replacement price, and Missing on Induction procedures for assemblies missing shop replaceable assemblies. While the contractor is granted Internal Review Board authority for minor non-conformances, the government retains formal Material Review Board authority for as-is dispositions. Inspection and acceptance will take place at the origin.

Solicitation # N00019-26-DRPM-RAS-AIRPMO-0294
The Naval Air Systems Command is conducting market research through a Request for Information to identify commercially available or emerging systems for Group 1 and Group 2 Unmanned Aircraft System training, mission planning, mission rehearsal, simulation, and qualification management. The government is specifically interested in scalability, as future demand could involve thousands of units or licenses. Submissions should include company profiles, rough-order-of-magnitude pricing, and a description of how the solution handles contested environments and system interoperability.
