AI Contract Overview
The Naval Air Systems Command (NAVAIR) is conducting market research through a Request for Information (RFI) to gather data on available FortiNet FortiGate software license support and subscription renewals, which are essential for maintaining communications security for the P-8A Poseidon aircraft. This support covers the needs of the U.S. Navy, the Royal Australian Air Force as a cooperative partner, and several Foreign Military Sales customers including the United Kingdom, Norway, South Korea, Canada, New Zealand, and Germany. NAVAIR intends to explore limited competition among authorized FortiNet resellers capable of meeting these requirements, though it currently does not possess the technical data package for the FortiGate firewall. This RFI is strictly for information gathering and planning purposes, not a solicitation or a promise to award a contract. Respondents are asked to provide detailed company information, product descriptions, and contact details by May 21, 2026. The government will not pay for any costs incurred in responding, nor is it obligated to issue a formal solicitation or provide feedback on the submissions. Information received will be used to inform future acquisition strategies. All responses become government property and may be used as deemed appropriate. The primary point of contact for this RFI is Frank Schibler at NAVAIR, based in Patuxent River, Maryland. This market research effort supports the acquisition of FortiNet license renewals under NAICS code 51321 and aims to ensure ongoing security and functionality for P-8A communication systems across multiple allied forces.

Full Description
Naval Air Systems Command (NAVAIR), Patuxent, River, MD requires FortiNet FortiGate software license renewals to support the communications security for the P-8A Poseidon aircraft. These license subscription renewals are for continued support and services for these devices to meet security communication requirements. NAVAIR, Patuxent River, MD intends to issue a contract on a limited competition basis with FortiNet's authorized Federal resellers. Under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1, Fortinet is the developer of the FortiGate appliance, software, anti-virus and intrusion protection files, and technical support. The Government does not possess the technical data package required for the FortiGate firewall. FortiNet's authorized Federal resellers are the only responsible sources capable to provide the required licenses and support for the FortiGate Firewall currently installed and tested on the P-8A aircraft; therefore, they are the only vendors capable of meeting the Government requirement.
This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received within 15 days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a full and open competitive requirement. A determination by the Government not to open the requirement to full and open competition based upon responses to this notice is solely within the discretion of the Government.
