The U.S. Army Information Systems Engineering Command (USAISEC) plans to award a sole-source contract to IXIA for the renewal and maintenance of Ixia test equipment and software. This action is justified under the Federal Acquisition Regulation (FAR) 6.302-1, which permits procurement from only one responsible source when no other supplies or services will meet the requirement. The contract covers one year of maintenance and support and is a continuation of the existing agreement. Prospective challengers to the sole-source determination must submit a letter demonstrating their capability to fulfill the requirement and explain why they should be considered. Interested firms must respond by a specified deadline and direct communications to the designated contracting official at the CECOM Contracting Center in Fort Huachuca, Arizona, via mail, email, phone, or fax. While responses will be reviewed to evaluate whether competition should be pursued, the decision to proceed without competition rests solely with the government. The government will not cover any costs incurred by firms in providing capability information. This contract supports software engineering services classified under NAICS code 541511 and reflects a focused requirement for continued support of critical test equipment utilized by the Department of Defense.
