This contract involves the procurement of four units of a server front, specifically identified by NSN 7H-7025-016744516, TDP Version 002, to be delivered to the DLA Distribution center in New Cumberland, Pennsylvania. The part is designated as a TI16-S421B-3 server front with an induction NIIN of 7H, 7025, 016744516. The government has determined that it does not own the necessary data rights to purchase or repair this part from other sources, making it uneconomical to acquire the data or reverse engineer the component. All interested firms are encouraged to include their CAGE codes in their responses. The solicitation emphasizes that the government intends to negotiate solely with one source under FAR 6.302-1, though other responsible vendors may express interest or submit capability statements within 15 days of the notice. The procurement process is a presolicitation under a Small Business Set-Aside (FAR 19.5), with the response deadline set for December 1, 2025. The Department of Defense’s Naval Supply Systems Command Weapon Systems Support in Mechanicsburg, Pennsylvania, is managing the solicitation. Interested parties can access relevant military standards, specifications, and other documents through the DOD Single Stock Point or ASSIST-Online, with contact information provided for assistance. The contract aims to support the repair or modification of the specified server front component, with the government reserving the right to determine whether to proceed with a competitive procurement based on responses received.

The Government is requesting a Repair Turnaround Time (RTAT) of: 76 days after receipt of asset. Repair Turnaround Time (RTAT) definition: The resultant contractual delivery requirement is measured from asset Return to the date of asset acceptance under the terms of the contract. For purposes of this section, Return is defined as physical receipt of the F-condition asset at the contractor's facility as reflected in the Action Date entry in the Commercial Asset Visibility (CAV) system. In accordance with the CAV Statement of Work, the contractor is required to accurately report all transactions by the end of the fifth regular business day after receipt and the Action Date entered in CAV must be dated to reflect the actual date of physical receipt. If the contractor does not meet the required RTAT due to inexcusable contractor delay, the Contracting Officer will implement the aforementioned price reduction via a "Reconciliation Modification" at the end of the contract performance. Price reductions made pursuant to this section shall not limit other remedies available to the Government for failure to meet required RTATs, including but not limited to the Government's right to terminate for default.
