The proposed contract action is for commercial supplies for which the Government intends to solicit and negotiate with ESRI, Environmental Systems Research Institute, under the authority of FAR 6.302-1(a)(2). The Small Business Office concurs with the decision. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be valid, Quotes must be provided by ESRI or an ESRI authorized reseller. Fleet Logistics Center Norfolk intends to award a Firm Fixed Price Sole Source Option contract for ArcGIS Software Renewal. The resulting contract will be for one (1) 12-month base period and two (2) 12-month option periods. This office will no longer issue a hard copy of the Request for Quote (RFQ); therefore, a copy can be obtained from website http://www.neco.navy.mil. By submitting a quote, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. By submission of a quote, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this RFQ, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
