The Department of Veterans Affairs plans to enter into a sole source contract with Carl Zeiss Meditec to acquire Zeiss FORUM Software and its associated licenses and modules, including FORUM Archive and Viewer packages, Forwarding Licenses, Glaucoma Workplace Licenses, various Dicom Interface Licenses, HL7 Interfaces, Dicom Gateway, and Cirrus Review Software. This software is essential for the VA Ambulatory Care Center in Columbus, Ohio, as it enables the compilation and analysis of raw data from thirteen existing Zeiss instruments, a capability not supported by the current software that only allows single-machine analysis. Additionally, FORUM will provide the ability to back up data from these devices, an important function currently lacking. The procurement is justified under FAR 6.302 for only one responsible source, as Carl Zeiss Meditec is believed to be the sole provider meeting the agency's technical requirements. The NAICS code associated with this contract is 339113. Although the notice is not a solicitation for competitive quotes, firms that believe they can meet these requirements may submit a written notification with supporting evidence within ten calendar days from the notice's publication. The VA retains the discretion to evaluate any responses and decide whether to proceed with competition or continue with the sole source negotiation. If no responses are received, the VA will proceed exclusively with Carl Zeiss Meditec. The contracting officer for this procurement is Gina P. Crank.

Responses received will be evaluated however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the VA Ambulatory Care Center Columbus will proceed with the sole source negotiation with Carl Zeiss Meditec. The Contracting Officer is Gina P. Crank @ +1 (555) 000-0000.
