The 6th Contracting Squadron plans to award a sole-source delivery order to Beaux-Arts Group, Inc., the exclusive distributor of Knoll modular furniture in Tampa, Florida, to supply one lot of Knoll cubicle modular furniture. This furniture is required to expand existing office space to accommodate increased personnel and must interlock with the current Knoll systems already installed at Marine Corps Forces Central Command (MARCENT) facilities to maintain stability, system integrity, and optimal space utilization. Due to the unique design and integration needs, no alternative furniture systems meet the agency’s requirements, making Beaux-Arts Group the sole responsible source under FAR 6.302-1. The delivery order will be issued under Knoll's GSA Schedule GS-28F-8029A, with delivery FOB Destination to MacDill Air Force Base, Florida. The estimated value of the additional furniture is approximately $32,000, which is significantly more cost-effective than replacing an entire cubicle system valued at $439,000. This procurement is governed by multiple Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS) clauses as outlined in the Federal Acquisition Circular 2005-16. Interested parties were permitted to respond by a specified deadline, but no competitive proposals are being solicited due to the justification for a sole-source award.

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to solicit and negotiate a sole-source delivery order with Beaux-Arts Group, Inc., 8408 Benjamin Road, Tampa, FL 33634. The 6th Contracting Squadron intends to award a delivery order to Beaux-Arts Group, Inc. under the authority of FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. We require one lot (1) of Knoll modular furniture. Description: Knoll cubicle modular furniture to support the increase of personnel. Furniture must interlock with Knoll cubicle modular furniture already in place. Beaux-Arts Group, Inc is the sole Knoll furniture distributor for Tampa, Florida. The delivery order shall be awarded under Knoll GSA Schedule GS-28F-8029A. Delivery shall be FOB Destination to MacDill AFB, FL 33621. NAICS Code is 442110, Furniture Stores, the size standard of which is $6,500,000.00 (Not to exceed). The clauses incorporated are in effect through Federal Acquisition Circular 2005-16. The following FAR and DFARS clauses apply: 52.247-34, 52.252-2, 252.204-7004 Alt A, 252.212-7000 and 252.212-7001, 252.225-7001, 252.232-7003, 252.247-7024, 5352.201-9101 OMBUDSMAN (10 AUG 2005), 5352.242-9000. For the exact text and wording of clauses please see http://farsite.hill.af.mil or http://www.arnet.gov/far/. Interested parties may respond via e-mail to contact@example.gov, NLT Friday, 18 May 2007, 8:00 EST. V. DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) Marine Corps Forces Central Command (MARCENT) has installed Knoll modular furniture in all MARCENT facilities. The Knoll modular furniture design for stability and system integrity hinges on the attachment of properly fitted cubicle systems. In addition, the MARCENT Knoll cubicle system was designed and set-up to maximize the available space within MARCENT. To conjoin another cubicle system would seriously degrade the entire system and would not allow for the maximum use of available space. The other option would be to purchase an entire cubicle system which is currently valued at $439K. Pursuing another cubicle system would not be cost effective nor would it be reasonable when additional Knoll cubicle systems can be purchased for $32K.
