Chevron USA Inc. is undertaking a sidetrack operation on well API #0403044120, known as Monte Cristo No. 1 363, located in the Kern River Oil Field in Kern County, California, to restore functionality after the well has been damaged beyond repair. The work is strictly limited to the existing well pad and original completion zone, with no increase in well depth or expansion of operational scope, ensuring continuity with past and current production practices. The project is estimated to take four days and will utilize approximately 450 barrels of reclaimed produced water, minimizing environmental impact. The activity is authorized under a permit issued by the California Department of Conservation, Geologic Energy Management Division (CalGEM), and qualifies for categorical exemptions under the California Environmental Quality Act, specifically Classes 1, 2, and 4, which cover existing facilities, reconstruction, and minor land alterations. No competitive procurement process was involved, as this is a ministerial regulatory approval rather than a contract award based on evaluation factors, price, or technical merit. The project site is defined by specific geographic coordinates and legal land description, and final acceptance occurs at the well location. No contract value is specified, no pricing data is provided, and there are no federal acquisition regulations, contract clauses, or procurement-specific requirements such as COR/COTR assignments, invoicing systems, or socioeconomic certifications. The approved activity is entirely regulatory in nature, governed by state environmental statutes and CalGEM oversight, with no federal contracting structure or financial terms outlined.
