The Black Hills Health Care System (HCS) Hot Springs requires a commercial electric fryer and accessories with the Salient Characteristics listed in the Draft Statement of work below. This is a sources sought looking for businesses to provide the supplies listed below for market research purposes. No awards of a contract will be made from this announcement. If you are a vendor that can provide the requested information above and required supplies described below with competitive pricing, send your information (to include your organization's Unique Entity Identifier number) with a description of proof of capability to: brian.whalen-crichton@va.gov on or before May 6th, 2026. Only emailed responses will be considered. Additionally, please provide answers as appropriate to the following questions in the table below with your response to this sources sought. Failure to respond to the following questions may affect the acquisition strategy. 1. Identify your organization's socio-economic category. 2. Identify if your organization is the manufacturer of the requested supplies. If you are not the manufacturer, identify the manufacturer of the supplies that you will provide, their socio-economic category and a letter showing that your organization is an authorized distributor for the requested supplies.  3. Fill out the certificate under FAR Provision 52.225-2(b), identifying the item and its country of origin. DRAFT Statement of Work (SOW) Commercial Electric Fryer Brand Name or Equal (Vulcan 1ER50DF) 1.0 Introduction This Statement of Work (SOW) outlines the requirements for purchasing a commercial electric fryer to support food service operations. The equipment must meet performance, safety, and consistency needs for high volume meal preparation.

2.0 Scope The Contractor shall furnish all labor, equipment, materials, transportation, and services necessary to deliver a fully functional commercial electric fryer. Work includes delivery, installation (if required), testing, and provision of documentation.
3.0 Applicable Standards The fryer must comply with the most current versions of: - UL 197, Commercial Cooking Appliances - NSF/ANSI Standard 4 - OSHA electrical safety requirements - ENERGY STAR certification when applicable
4.0 Requirements 4.1 Brand Name or Equal Requirement The basis of design for this procurement is the Vulcan Model 1ER50DF commercial electric fryer. Equal products will be considered if they meet or exceed all salient characteristics listed below.
4.1.1 Brand Name Vulcan Commercial Electric Fryer, Model 1ER50DF, or equal
4.1.2 Salient Characteristics 1 ea. Vulcan, 1ER50DF, Electric floor fryer with filtration system and (4) adjustable legs or equivalent: Stainless steel cabinet and fry tank, 50 lb capacity, electric floor fryer No larger than 15 ½ W, 34 3/8 D, 39 7/16 H Twin fry baskets/stainless steel mesh with plastic coated handles Solid state digital read temperature control with melt cycles. Adjustable temperature controls from 200 F to 390 F allowing for very consistent and precise controls. 11/4 full port ball type drain valve Built-in filtering system, motor and pump to circulate frying compound (draining/cleaning). Stainless steel mesh filter screen. Hands free oil return line connection. Push button switch to engage pump and motor. Drain valve interlock switch to turn off heating elements when draining oil or lifting heating elements during cleaning (4), 6 adjustable caters, (2) with brakes Electrical: 208V/60/3-ph, 17kW, 52.0 amps, NEMA 15-60P plug-in (if possible) Vulcan brand preferred to promote consistency of current fryers at DOM and Fort Meade kitchens (current model at DOM and Fort Meade is 2ER50DF). Fryer equipment to be compatible with Vulcan fryer filters that are purchased for current fryer equipment. Consistent operational use (cooking with standardized recipes and cleaning) with current fryer equipment (2ER50DF). 4.1.3 Required Documentation for Equal Products Offerors must provide: - Manufacturer technical datasheet - Comparison showing compliance with salient characteristics - Certifications (UL, NSF) - Warranty documentation - Product cut sheet
4.1.4 Determination of Equality The Government will determine equality under FAR 52.211 6.
4.2 Delivery - Delivery shall be FOB Destination to the designated facility. - Delivery required within 30 days ARO. - Contractor must coordinate delivery with receiving personnel. Delivery and receipt of the proposed items is anticipated to be directed to the location identified below. Confirmation of delivery location will be provided by the VA POC post-award. Delivery must be coordinated with VA NFS POC Ashley Horning (Office): 605-720-7396 to any attempts at delivery. Any item that has not been coordinated will be turned away and any additional charged will be the responsibility of the sender/transportation company.
