The contract seeks the procurement of 3D Radar Payload Panels to upgrade the ODIN Tower System, enhancing detection capabilities against small unmanned aerial systems, vehicles, and personnel with specified ranges exceeding 1 kilometer for Phantom 4 drones, 1.4 kilometers for Matrice 600 drones, 3.5 kilometers for vehicles, and 2.2 kilometers for humans. The panels must feature a Short-Range, Software-Defined, Metamaterials ESA (MESA®) Radar in a compact solid-state format operating in the K-band at 24.45–24.65 GHz for U.S. use or 24.05–24.25 GHz internationally, with dimensions of 16.3 cm x 20.3 cm x 5.7 cm and weighing 1.25 kg. Full 360-degree coverage is required with a 120° azimuth by 80° elevation field of view, the ability to track up to 20 simultaneous targets, and seamless slew-to-cue integration with the existing ODIN dual-camera system, including its fixed thermal lens. The system must also integrate with ATAK, MPU5 radio, and the mCore Edge Processor suite, while ensuring heightened cybersecurity and support for software updates to prevent vulnerabilities. All components must be packaged in hard-body transit cases and include necessary mounting hardware for direct integration with the ODIN Tower System. The acquisition is a full small business set-aside under NAICS 334511 with a size standard of 1,350 employees, and requires offerors to be registered and active in SAM with a valid Unique Entity Identifier, CAGE code, Tax ID, and small business status. Proposals must be submitted in two volumes—Price and Technical Approach—with detailed itemized cost breakdowns for all shipping and travel expenses. The technical volume must demonstrate a clear understanding of requirements beyond mere restatement, including product literature and methodology for compliance with Attachment 1’s salient characteristics. Delivery is due 120 calendar days after receipt of order under FOB Destination terms to APO AP 9653, with performance occurring in Yigo, Guam. The vendor must provide at least one year of warranty and on-site training support OCONUS within one year of delivery.
