The Department of Defense intends to award a sole source contract to NICE Systems, Inc. for the acquisition of a NICE Emergency Control Center Recorder and Playback System, part number PSBAS-16. This system is specifically required by the 6th Security Forces Squadron to record and playback 16 PBX channels critical for emergency response coordination through the Security Forces Control Center. Due to its unique capabilities and widespread use among local, state, and federal law enforcement agencies for interagency connectivity in emergency operations centers, NICE Systems, Inc. is deemed the only responsible source capable of fulfilling the agency’s needs. Market research confirmed no other suppliers meet the specified criteria, making this a justifiable non-competitive procurement. The notice emphasizes the mission-critical nature of the system to ensure accurate communication and incident data collection for emergency response efforts. The contract is set to be awarded following no responses to the notice by 4:00 PM EST on September 14, 2007. Any inquiries regarding the procurement can be directed to SSgt Sovanna Tanner, Contract Specialist. Additionally, the solicitation reflects a recent modification changing the NAICS code to 541330, and the contract will be executed through the Department of Defense’s office located in Tampa, Florida.
