The VA Contracting Office VISN 22 intends to negotiate a commercial FAR ( PART 12) Sole source procurement with Pitney Bowes 1245 E Brickyard Rd Suite 250, Salk Lake City UT 84106. This Procurement is being conducted in accordance with FAR 6.302-1 only once responsible source and no other supplies or services will satisfy agency requirements, incorporates provisions and clauses as those in effect through Federal Acquisition Circular (FAC) 205-38. A justification for limited sole source has been prepared in support of this acquisition. This announcement constitutes the only solicitation issued; a separate written solicitation will NOT be issued. Request or Quotation is RFQ VA-664-12-2-4025-0074. The North American Industry Classification System (NAICS) Code is 452310 and the small business size standard is considered, 30.0 M. The VA San Diego currently has a Pitney Bowes Mailing System. The system prints postage directly on the envelope for any type of mail, first, second, third or fourth class, air , registered mail and special delivery. The meter is the critical part of the mailing system. It prints the indicia and stores the postage. The US Post Office tightly controls the use of all postage meters. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government shall consider all proposals received by 3:00 PM Pacific Standard Time April 13, 2012. Information received shall be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. NO solicitation document exists and no telephone inquires shall be accepted.
