The U.S. Nuclear Regulatory Commission (NRC) plans to negotiate a sole source delivery order with Information Handling Services, Inc. (IHS) to provide continued subscription access to electronic versions of key technical codes and standards publications. The contract will enable NRC to maintain access for two simultaneous users per product to several ASME and AWS codes, including the ASME Boiler and Pressure Vessel Code (current and from 1995 forward) and the American Welding Society's active and historical publications from 1986 forward. These electronic publications offer full-text delivery and support critical NRC operations at multiple office locations across the United States, such as Rockville, Maryland, Arlington, Texas, and others. The contract period is proposed for one year from award, with the negotiation authority based on federal guidelines allowing sole source contracts when only one responsible source exists. The effort continues an existing arrangement under Delivery Order DR-33-04-309. While this notice is not a solicitation for quotes, it invites interested parties to provide convincing evidence demonstrating their technical capabilities if they believe competition would benefit the government. Submissions must be received by the specified deadline and sent to the NRC’s Contract Specialist, Manon L. Butt. No request for quotations will be issued, and the procurement is classified under NAICS code 519190.
