American Society for Microbiology Journals
Solicitation # 1232SA26Q0688
The USDA National Agricultural Library is seeking a firm-fixed-price contract to provide authenticated, unembargoed, and perpetual electronic internet access to 15 selected American Society for Microbiology journals for all USDA-authorized personnel. The requirement includes a 12-month base period followed by four 12-month option periods spanning fiscal years 2027 through 2030. The specific journals required include titles such as Antimicrobial Agents and Chemotherapy, Journal of Bacteriology, Journal of Virology, and mBio, among others. While this is an unrestricted requirement under NAICS code 513120, a Justification for Other Than Full and Open Competition indicates that the American Society for Microbiology is the sole copyright holder and the only source capable of providing the necessary unembargoed perpetual access. Interested parties must submit a capability statement of no more than three pages via email to the designated contracting personnel by September 25, 2026, at 10:00 AM EDT. The submission must include the organization's name, SAM.gov UEI, business size status for NAICS 519290, point of contact information, documentation of the ability to provide unembargoed perpetual access for all 15 journals, and confirmation of active SAM.gov registration. The government will evaluate price reasonableness by comparing offers against historical pricing data, an Independent Government Cost Estimate, and industry standards such as the EBSCO Serials Price Projection Report 2026. This solicitation does not obligate the government to award a contract, and respondents will not be notified of review results.
