The U.S. Coast Guard plans to acquire 2,120 copies of the book titled "Preparing For Journey," which will be distributed to various locations as specified in the contract documentation. This procurement is intended to be conducted on a sole source basis with the Military Child Education Coalition, based in Harker Heights, Texas. The sole source approach is authorized under FAR 6.302, allowing the government to negotiate directly with a single supplier due to specific circumstances, while still inviting interested parties to express their interest or submit proposals within a designated timeframe. Responses received will aid the government in determining whether competitive procurement is necessary, but there is no guarantee that competition will be pursued. This acquisition falls under the Small Business Administration’s total small business set-aside, specifically categorized under the NAICS code 611710, which pertains to educational services. The solicitation is managed by the Department of Homeland Security’s Headquarters Contract Operations office in Washington, DC. While the locations for delivery are varied and specified in the contract attachments, the contract itself reflects a presolicitation status as of late August 2005, establishing the groundwork for negotiations and emphasizing the government’s discretion in the solicitation process.
