The U. S. Department of Commerce/National Oceanic Atmospheric Administration/NESDIS, intends to negotiate with Thomson Scientific Inc. Philadelphia,PA on a sole source basis in accordance with the authority of 41 U. S. C. 53 ( c ) ( 1 ), only one responsible source. To provide Access to Journal Citation Request (JCR) Database from September 2007 through December 2008. This service is needed for NOAA Researchers in Silver Spring, MD and Seattle Consortia NOAA Wide. This procurement is being conducted per FAR Part 13 Simplified Acquisitition Procedures (NTE $100K) NAICS 51120. Interested persons may identify their interest and must demonstrate their capability in order to be considered for the opportunity. This is not a request for competitive proposal. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not to open up to competitive procedures. Note 22 applies.
