The U.S. Nuclear Regulatory Commission (NRC) plans to negotiate a sole source delivery order with Information Handling Services, Inc. (IHS) through the General Services Administration’s Federal Supply Schedule for access to electronic publications of National Fire Protection Association (NFPA) Fire Codes and Historical Standards. This arrangement will enable the NRC to access these technical standards across multiple office locations including Rockville, Maryland; Arlington, Texas; King of Prussia, Pennsylvania; Atlanta, Georgia; and Chattanooga, Tennessee. The contract is expected to last for one year with the possibility of two additional one-year extensions. The procurement justification is based on the exclusivity of the source under regulatory provisions allowing limited competition when only a single responsible provider exists. The notice clarifies that this is not a request for quotations, and any interested parties must provide substantial evidence showing competition would benefit the government by submitting detailed technical capabilities by the specified deadline. The award will fall under the NAICS code 519190, which relates to information services. Responses are intended solely to determine whether a competitive procurement is viable, and no formal quotation documents will be issued. The NRC has retained discretion over whether to pursue competition, emphasizing the unique nature of the electronic publication access required from IHS.
