The United States Special Operations Command (USSOCOM) plans to award a sole source contract renewal to National Journal Group, Inc., for the National Journal Congress Daily, under the statutory authority that allows awarding a contract without competition when only one responsible source exists. This decision is based on the specialized nature of the service, which provides focused national news with significant coverage of Capitol Hill, including unique web-based markup reports that deliver detailed insights on key House and Senate bills, committee actions, and legislative changes relevant to defense and intelligence matters. These features make the National Journal Congress Daily an essential resource specifically tailored to meet USSOCOM's informational requirements. The contract opportunity, managed by the 6th Contracting Squadron located in Tampa, Florida, is not a request for competitive proposals, although interested parties were permitted to express their interest or capability within a specified period. The contract action follows the Federal Acquisition Regulation's guidance on sole source procurements, emphasizing that the Government retains sole discretion on whether to compete the contract based on any responses received. The National Journal's unique qualifications and specialized services, including archived and searchable legislative reports, underscore why no alternative suppliers have been deemed capable of satisfying the Government’s needs in this area. The contract solicitation was posted in October 2007, with the contracting official designated as Stephen C. Colton.
