The U.S. Environmental Protection Agency (EPA) plans to issue a sole source purchase order to Thomson Reuters for annual electronic subscriptions to several key scientific databases, including the Web of Knowledge - Science Citation Index (SCIE), Journal Citation Reports (JCR), Current Contents Connect (CCC), and Essential Science Indicators (ESI). These subscriptions are critical for the EPA's scientific, regulatory, and technical staff across headquarters, regional, and laboratory locations to access essential information necessary for policy development, scientific research, and regulatory functions. The sole source procurement is justified under FAR 6.302-1, as Thomson Reuters is the only provider of the Web of Science subscriptions required by the agency, and no other supplier can meet the specific needs of the EPA. This procurement is not a request for quotes (RFQ), and no contract will be awarded based on responses to this notice. However, firms believing they can meet or provide an adequate substitute for the EPA's requirements may submit a response within 10 calendar days of the announcement. All communications must be directed via email to the designated contract specialist, Brent Maravilla. The intended purchase supports the agency's ability to effectively and promptly address its top priorities in protecting human health and the environment, and failure to secure this contract would disrupt these critical functions. The contract is managed by the EPA Headquarters Procurement Operations Division, located in Washington, DC.
