The General Services Administration’s Public Buildings Service (PBS) plans to award a contract to Architectural Computer Services (ARCOM) for the procurement of MasterSpec guide specification systems, including both A/S/C and M/E categories in Basic, Supplemental, and Short Form editions. This contract covers site licenses for seventeen users and is being awarded under Commercial Items regulations (FAR Part 12) and the sole source authority of FAR 6.302-1, as ARCOM is the only responsible source satisfying the agency's requirements. The action falls under NAICS code 519190 and seeks to establish a non-competitive award while still inviting interested parties to express their interest and capabilities by the deadline. However, this notice is not a solicitation for competing proposals; the government retains discretion over whether to proceed with the contract based on responses received by October 27, 2006. Inquiries regarding this procurement are limited to email communications addressed to designated contacts within PBS Acquisition Support Division, specifically to Program Support Specialist Viola J Bland or Contract Specialist Virginia D Burwell. Interested firms are encouraged to identify their business status, such as Hubzone, service-disabled veteran-owned, 8(a), women-owned, small, or small disadvantaged classifications. The decision to forego competitive procurement rests solely with the government, and responses will be used solely to assess the viability of initiating a competitive process. This procurement supports a specialized requirement for architectural specification systems critical to the agency’s needs in the Washington, DC area.
