The US Army Medical Research Acquisition Activity intends to award a sole source contract to Elsevier Inc. for the continued use of the Reaxys chemical reaction database, which is essential to ongoing research projects conducted by Walter Reed chemists. This procurement is justified on the basis that competition would cause significant delays and disruptions to current efforts and increase costs to the Government. The contract, identified by PR Number W74MYF0168N715, will be awarded following procedures outlined in FAR 6.302, which allows for other than full and open competition because Elsevier Inc. is the only responsible source capable of meeting the agency's requirements. No solicitation number is issued, and the notice explicitly states it is not a request for competitive quotes. However, the Government invites written responses within fifteen days that can demonstrate another source capable of fulfilling the requirements and that competition would benefit the Government. Absent such responses, the contract will proceed directly with Elsevier Inc. The point of contact for this procurement is provided for any inquiries or submissions, ensuring transparency in this otherwise non-competitive acquisition process.
