The U.S. Department of Housing and Urban Development (HUD) plans to enter into a sole source, fixed-price purchase order with EBSCO Publishing, Inc. to secure online access to a broad range of academic journals important to HUD’s mission. This contract will enable HUD to access full-text content from over 8,000 serials, including hundreds of journals focused on economics, finance, and housing-related topics, many of which are exclusively available through EBSCO. The contract supports HUD’s need for comprehensive research resources in fields such as economics, political science, and urban studies, facilitating the agency's ability to search, access, and download individual articles relevant to its work. This solicitation, identified as R0RB0004, is not a request for competitive proposals but is posted for informational purposes only. Under FAR 6.302-1 authority, HUD intends to negotiate solely with EBSCO due to the uniqueness of its offerings, though the government will accept any proposals within 15 days of the announcement to assess whether a competitive procurement is necessary. The contracting office managing this acquisition is based in Atlanta, GA, and the point of contact is Procurement Technician Carolyn Shelby. The arrangement will streamline HUD’s ability to access specialized academic content vital to policy and program development in its areas of expertise.
