This action is justified under 41 U.S.C. 253(c)(1) and FAR 6.302-1, as the Pyxis system is proprietary and only Carefusion Solutions, LLC, as the original equipment manufacturer, is authorized to perform the upgrades without voiding warranties or compromising system integrity. The scope of work includes installation, configuration, integration, testing, and validation of server upgrades to ensure full compliance with Windows 11 and Windows Server 2025 platforms, with the explicit requirement of minimal operational downtime and uninterrupted medication dispensing throughout the process. Only certified Carefusion technicians may perform the work, and no subcontracting or use of unauthorized vendors is permitted. The procurement is classified under NAICS code 541511 for Custom Computer Programming Services with a size standard of $34 million and PSC 7B22.
