This is a notice of intent to solicit from a single source.

The U.S. Geological Survey (USGS), intends to award a purchase order to Elsys AG in Switzerland for a high-performance rack-mounted transient Data Acquisition Unit as described in the attached Required Specifications.

Award will be made in accordance with Federal Acquisition Regulation FAR Part 12 Acquisition of Commercial Products and Commercial Services. Elsys AG is, to the USGS knowledge, the only source who can keep it consistent with existing equipment in the Rock Mechanics Laboratory. The requested procurement is necessary to ensure continuity, compatibility, and reliability of science. The current laboratory workflows depend on specific hardware and software configurations to ensure uniform performance across multiple workstations. Introducing a different model or brand would require duplicative training, additional maintenance contracts, and potentially custom integrations to align with existing systems. Purchasing matching equipment avoids these unnecessary costs and leverages existing institutional expertise.

The purpose of this notice is to satisfy the requirements of FAR Subpart 5.203. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a capability statement by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.
