NOTICE OF INTENT TO SOLE SOURCE Department of Veterans Affairs Network Contracting Office (NCO) 8 Tampa, FL James A. Haley Veterans Hospital NAICS: 334118 Computer Terminal and Other Computer Peripheral Equipment Manufacturing PSC: 7E20 IT & Telecom End User: Supplies Authority: FAR 13.106 1(b); FAR 8.405 6(a)(1)(i)(B); FAR 6.302 1 The Department of Veterans Affairs, James A. Haley Veterans Hospital (JAHVH) in Tampa, FL, intends to award a sole source procurement to Sentec for the acquisition of Sentec tCOM+ Transcutaneous CO Monitoring Systems. This action is being taken in accordance with FAR 13.106 1(b) (soliciting from a single source), FAR 8.405 6(a)(1)(i)(B) (only one source capable of providing the required supplies), and FAR 6.302 1 (only one responsible source and no other supplies or services will satisfy agency requirements). Description of Requirement: The JAHVH Sleep Lab, within the Pulmonary Department of the Medicine and Specialty Care Service, requires Sentec tCOM+ Transcutaneous CO Monitoring Systems that provide full, validated, and OEM supported integration with the Nox Medical diagnostic ecosystem currently used in the Sleep Lab. Market research verified that although other transcutaneous CO monitors exist, none offer direct digital compatibility with the Nox A1 sleep study devices, Noxturnal Sleep Lab Software, or the Nox W7 Link S interface. An in clinic demonstration confirmed that the Sentec tCOM+ system integrates seamlessly with all Nox A1 units and existing diagnostic equipment without the need for external converters, unsupported adapters, or analog pathways. This integration is essential for synchronized, accurate, and reliable CO data collection required for clinical diagnosis. Sentec has confirmed that it does not authorize distribution of its devices through third party suppliers, including SDVOSBs, and sells directly to VA medical centers. Therefore, Sentec is the only legally authorized and technically capable source. THIS NOTICE IS NOT A REQUEST FOR QUOTES. Interested Parties: Interested entities who believe they can meet this requirement may submit a capabilities statement via email only. Submissions must be received no later than May 7th. Phone calls will not be accepted, and the Contracting Officer will not respond to telephone inquiries regarding this notice please send all responses to Marcus.Lewis2@va.gov. All responses must include sufficient evidence demonstrating the ability to meet the full technical and functional requirements described above. If no responses are received by the deadline, the Government will proceed with the sole source award to Sentec.
