Solicitation # IHS1527250
The Indian Health Service, Kayenta Service Unit is conducting market research through a sources-sought notice to identify qualified Indian-owned economic enterprises—both large and small—that can replace the legacy VistA Imaging System with HPE-branded hardware and a validated operating system configuration. This effort is driven by the Buy Indian Act (25 U.S.C. 47), which prioritizes procurement from Indian-owned businesses, followed by small business set-asides under the Small Business Act. The requirement falls under NAICS code 541519, with a small business size standard of $34.0 million in annual revenue. Participation is voluntary and strictly for informational purposes to guide future acquisition decisions; no contract award is guaranteed, and respondents assume all costs associated with submitting information. All entities must be registered in SAM.gov at the time of submission and throughout the award process. Indian-owned businesses are required to complete and submit the IHS IEE Representation Form as mandated by HHSAR 326.606-1(b), affirming their eligibility under the Buy Indian Act, and must provide a company profile including UEI, ownership structure, socio-economic certifications, and a statement of capability demonstrating relevant experience with similar technology replacements or systems integration. Responses are due by June 11, 2026, at 5:00 p.m. MST, and must be emailed to Flora Washington at flora.washington@ihs.gov with the specified subject line. Submissions must include three core elements: a detailed company profile covering ownership, certifications, and SAM.gov status; a capability statement that outlines relevant past performance or existing contracts such as GSA or VA Schedule holdings; and, for eligible Indian-owned entities, the completed IHS IEE Representation Form. There are no scoring criteria, evaluation factors, or award basis defined at this stage, and no feedback will be provided to respondents. The performance location is Kayenta, Arizona, and while no specific delivery timelines, pricing details, or contract value estimates are disclosed, compliance with federal procurement regulations and accurate representation of socioeconomic status are critical. False certifications may result in penalties under the False Claims Act or 18 U.S.C. § 1001. No additional packaging, inspection, or invoicing specifications are included, and the government retains sole discretion over how collected responses inform future contracting actions, with no obligation to proceed to a solicitation.

DA10--(NEW) (RFI) - Emergent Virtual Face-to-Face (VF2F) Network (VA-26-00045329)
Solicitation # 36C10B26Q0226
The Department of Veterans Affairs is seeking industry input through a Request for Information (RFI) to develop a nationwide virtual emergent and urgent care network known as the Emergent Virtual Face-to-Face (VF2F) Network. Designed to serve over six million Veterans, the initiative aims to reduce unnecessary emergency department visits by providing 24/7/365 virtual access to care via mobile app, phone, or web, with a focus on rural and underserved populations. The platform must integrate seamlessly with existing VHA electronic health records such as VistA and Oracle, support real-time clinical triage and escalation, and enable AI-assisted documentation and care coordination across disciplines. The network is expected to resolve more than half of acute clinical concerns virtually, achieve a median wait time of under five minutes to connect with a clinician, and maintain at least 85% Veteran satisfaction as measured by the vSignals tool. Technical requirements include compliance with FHIR Release 4, SMART on FHIR, HL7, and NCPDP standards, and the system must support interoperability with both VHA and community care facilities for seamless handoffs and order routing. Respondents are required to provide detailed capability statements addressing software platform design and staffing models, including clinician qualifications that mandate board certification, state licensure, and monthly in-person emergency department shifts to maintain clinical proficiency. Proposals must be submitted via email by March 27, 2026, and cannot exceed 15 pages or 25 MB in file size; only PDF or DOCX formats are acceptable, and all submissions must include the company’s Unique Entity Identifier (UEI) and CAGE code. Organizations claiming small business or Veteran-owned status must provide proof of SBA verification. The RFI is strictly for market research and does not constitute a solicitation or binding obligation; no award, funding, or contract value has been established. The acquisition strategy remains undetermined, and responses will inform future procurement planning. The contracting office is located in Eatontown, New Jersey, with primary points of contact being Contract Specialist Elena Juliano and Contracting Officer John Vardouniotis. No physical delivery, packaging, or logistics requirements apply, as the solution is entirely digital and service-based with nationwide performance across all U.S. states and territories.
