AI Contract Overview
The General Services Administration (GSA) has issued Solicitation Number 7NC2156-R1 seeking to lease approximately 21,612 ABOA square feet of office space in Charlotte, North Carolina, within a delineated area defined by US 277 in all directions. The lease term proposed is for 15 years in total, with a firm commitment for 10 years and no option terms currently specified. The required space must preferably be contiguous on one floor but may be offered on no more than two floors, with certain spatial and physical design requirements including a minimum finished ceiling height of nine feet and lack of direct physical public access or grade-level placement. The government requires a fully serviced lease for this office space, ensuring compliance with federal fire safety, life safety, accessibility, seismic, and sustainability standards, including exclusion from the 1-percent annual chance floodplain. The government will only consider existing buildings; new construction proposals will not be accepted at this time. Proposals must provide detailed building information, ownership documentation, or authorized representation prior to consideration. Offer submissions are due by January 9, 2026, via the GSA Leasing Portal, with estimated occupancy slated for summer 2027. The procurement follows a Lowest Price Technically Acceptable evaluation methodology, where price is the primary determinant following technical acceptability. Extensive lease requirements incorporate GSA standard lease clauses, including security mandates aligned with federal regulations such as FAR clauses on telecommunications prohibitions under Section 889 of the FY19 NDAA, cybersecurity, and personnel identity verification. The leasing documents detail mandatory provisions on fire protection and life safety compliance, building security measures consistent with Facility Security Level II requirements, seismic standards per ASCE/SEI benchmarks, and comprehensive general clauses governing lease execution, subletting, payments, and contract administration. A Broker Commission Agreement is established, entitling Savills Inc. to a 4% commission on the initial lease term, split between award and occupancy milestones. The solicitation instructions require electronic registration and submission, with extensive guidance on required documentation including architectural plans, fire safety evaluations, ownership validation, and compliance attestations to ensure the leased premises meet all governmental criteria and regulatory obligations for public office use.
