No set-aside provisions are in effect, and socioeconomic classifications or small business preferences do not apply. The solicitation does not include formal evaluation factors, award criteria, or stated basis of selection beyond adherence to prevailing community rental rates, indicating a primary focus on cost competitiveness. No technical, past performance, or other non-cost evaluation factors are defined, and weights, adjectival ratings, or risk assessments are not provided. The place of performance is fixed at League City, Texas, with no specified period of performance, delivery schedule, or option periods. Submission is expected to be in paper form to the GSA office in Washington, DC, with no electronic portal or digital submission guidelines established.
