Over the Horizon Radar (OTHR) Infrastructure
Solicitation # W912DQ279A001
The U.S. Army Corps of Engineers Kansas City District, acting for the Air Force Civil Engineering Center, is soliciting a Construction Contractor to build Over the Horizon Radar (OTHR) infrastructure at two interdependent, remote sites in Oregon. The project utilizes a Construction Manager at Risk (CMAR) delivery method under Other Transaction authority, meaning it is not subject to standard FAR-based procurement procedures. The total program funding is estimated at 700 million dollars. The scope is divided into two phases: Phase 1 covers pre-construction services, while Phase 2 involves early work, procurement of long-lead items, and full construction upon the negotiation of a Guaranteed Maximum Price within a firm-fixed-price model. Key construction requirements include clearing and grading over two square miles for antenna arrays and the creation of a 10,787 square foot operations facility featuring EMI shielding and secure storage. Selection is based on a two-step qualifications-based competitive process. In the first step, contractors must submit a white paper detailing their execution strategy, leadership organization, and past experience with heavy civil construction in remote locations, including the ability to establish man camps. A critical requirement for qualification is the ability to provide single project performance and payment bonds of at least 700 million dollars, which is evaluated on a pass/fail basis. Up to three highly qualified contractors will be invited to a second step consisting of pitch presentations to evaluate their technical approach, risk management, and collaborative capabilities. The government seeks a partner capable of managing heavy logistical coordination and aggressive schedules in remote environments to ensure the greatest value in cost, schedule, and performance.
