7th Cycle Housing Element

The City of Brea is soliciting proposals for the 7th Cycle Housing Element under solicitation number 2026.10.26.01. The primary objective of this contract is to secure the certification of the final Housing Element from the California Department of Housing and Community Development by the statutory deadline of October 15, 2029. The selected consultant will be responsible for providing a comprehensive approach, deliverables, and a timeline for all tasks required to achieve this certification. The period of performance extends through the completion of these services. Proposals must be submitted electronically via the City's eProcurement Portal by December 17, 2026, at 5:00 pm PST. Award decisions will be based on the proposal that provides the greatest benefit to the City, with evaluations focusing on qualifications, technical approach, cost, and compliance with required forms. All pricing must be all-inclusive of all costs, including labor, insurance, and taxes. Mandatory requirements for a responsive bid include the submission of a Non-Collusion Affidavit, an Insurance Commitment Form, and the maintenance of all necessary professional licenses and a City of Brea business license. Compliance with Cal/OSHA requirements is also mandatory.
