7th Cycle Housing Element Update

The City of El Paso de Robles is soliciting professional consulting services through RFP-CD 27-01 to update its General Plan Housing Element for the 2028-2036 reporting period. The selected consultant will be responsible for ensuring the update is consistent with state law and certified by the California Department of Housing and Community Development by December 15, 2028. The scope of work includes project management, public outreach via the Housing Constraints and Opportunities Committee, CEQA compliance assessments, and the creation of GIS mapping for adequate housing sites. The project must adhere to AB 686 requirements for affirmatively furthering fair housing and include support for Planning Commission and City Council hearings. Proposals are due by 5:00 p.m. on September 7, 2026, and must be submitted in PDF format. Evaluation will be based on the consultant's experience with similar municipal projects, specifically streamline updates of housing elements, and their ability to manage the project timeline. An additional advantage will be given to firms interested in coordinating efforts with the City of Atascadero. Applicants must provide a detailed budget with not-to-exceed fees, a completion schedule, and proof of 2,000,000 dollars in professional liability insurance. Optional tasks include an Affordable by Design Study and an ADU Affordability Study. Selection will be made by a committee based on qualifications and interviews, with final approval by the City Council.
