8(A) IDIQ CONTRACT DESIGN BUILD DESIGN BID BUILD GENERAL CONSTRUCTION AND REPAIR RENOVATION PROJECTS FOR NASO AOR

This contract is an 8(a) Indefinite-Delivery/Indefinite-Quantity (IDIQ) award for general construction, repair, and renovation services at Naval Air Station Oceana, Dam Neck Annex, Fentress, and multiple Reserve Centers across Virginia and North Carolina, with potential expansion to other NAVFAC Mid-Atlantic locations. The contract has a minimum order value of $2,500 and a ceiling of $5,500,000, with performance spanning from June 2, 2026, to June 1, 2031. Work encompasses new construction, demolition, interior and exterior renovations, utility extensions, hazardous material abatement including asbestos and lead paint, and all related design, labor, materials, equipment, and management functions executed through task orders. Contractors must comply with extensive regulatory, security, and administrative requirements including FAR and DFARS clauses addressing prohibited activities, kickbacks, contingent fees, government property usage, and suspension of work, with specific deviations noted for several clauses effective in 2026. Cybersecurity obligations are mandated under 252.204-7012 and 252.204-7020, requiring implementation of NIST SP 800-171 controls and reporting of cyber incidents.
