The General Services Administration's Heartland Global Supply Center is conducting market research to assess the feasibility of procuring paints, sealants, and adhesives (categorized under 80 class items) using FOB Destination terms rather than the current FOB Origin Freight Pre-pay and Add approach. This initiative focuses specifically on the Special Order Program (SOP) items. The goal is to understand prevailing commercial practices related to freight terms for these products, which will aid in shaping future procurement solicitations. Suppliers and interested parties are requested to complete a questionnaire regarding freight terms and submit it by February 20, 2008. The completed questionnaires should be sent via email or fax to Amy Lara, the designated Contract Specialist at GSA/FAS/Heartland Global Supply Center. The effort is aligned with the NAICS code 325520, which covers paint and coating manufacturing, emphasizing how industry standards might influence federal acquisition strategies.
