The Department of Defense Combat Feeding Directorate has issued a Request for Information (RFI) to conduct market research aimed at validating efforts to develop a technical data package for a high stress collapsible water bag (HSCWB). This RFI is not a solicitation for bids but is intended to identify and qualify potential vendors capable of producing a 5-gallon collapsible water bag designed for the transport and dispensing of potable water. The bags must meet specific requirements outlined in designated technical drawings and standards, including being FDA Title 21 CFR compliant. Currently, only one vendor is qualified to manufacture this product, and the government seeks to add other qualified sources. The HSCWB is constructed from 1050 denier nylon with balanced silicone coatings and sealed seams, suitable for austere environments where water delivery may involve aerial drops from low altitudes. Interested respondents are requested to assess the manufacturability of the provided technical drawings, including cost projections, lead times, production capacity, and unit costs. They must also provide five sample units for government evaluation at no charge and submit any feedback or revisions to the technical documents. Submissions require detailed company information such as size, registrations, and relevant past contracts. Responses are due electronically by 3:00 pm Eastern on November 17, 2011, with questions directed via email or fax to the designated project director. Provided samples and information will be handled as competition sensitive, and the RFI process supports the government’s preparation for potential future procurements under the appropriate regulatory frameworks.
