813 Torque Meter System (TMS) Readout

The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to solicit and negotiate on a sole source basis with Concepts NREC, LLC (CAGE 0C770) located in White River Junction, VT for the procurement of QTY (22) 813 Torque Management System Readout Units (P/N 6673-TTMS-276).

The Government intends to procure the above items under the statutory authority of Title 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."; therefore, a solicitation is not available for this procurement. Concepts NREC, LLC is the Original Equipment Manufacturer and is the exclusive data right holder for this proprietary system and is the only vendor capable of meeting the Government’s requirement.

This notification is not a request for competitive proposals. However, all responses received within sixteen (16) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
