The selected contractor will analyze biological, chemical, and physical changes over time based on the Project Mitigation and Monitoring Plan and previous reports from 2017 and 2022. The scope of work involves a two-scale assessment consisting of high-resolution aerial photo interpretation to determine habitat types and extent, followed by ground-truthing to verify boundaries and document ecological parameters across seventeen vegetation monitoring transects and approximately one hundred ninety sample plots. This is a combined pre-solicitation and solicitation for a Firm Fixed Price contract issued as a Total Small Business set-aside under NAICS code 541360 with a size standard of $28.5 million, targeting geophysical well logging services at Nellis Air Force Base, Nevada. The contract requires the provision of well logging services including Nuclear Magnetic Resonance (NMR), Electric Log, Gamma-Ray/LL3, Sonic/VDL, Temperature, and Caliper testing, with mobilization included as a separate line item. The period of performance runs from July 8 to September 22, 2026, and the government retains flexibility to adjust scheduling based on operational needs with no formal option clauses, though the contractor must be responsive to timing changes. Offerors must submit a completed Statement of Work (SOW) alignment, a Past Performance List, and a certified Price List, with evaluation based first on achieving an “Acceptable” rating in Technical Capability, followed by a trade-off between Past Performance and Price to determine best value. An award will not be made if the quote is unbalanced or pricing is found unreasonable, and the government may elect to award without discussions or forgo an award entirely. All submissions must be made by June 30, 2026, through the SAM.gov portal, and offerors must be registered in SAM with a valid Unique Entity ID. The contract incorporates numerous FAR and DFARS clauses addressing procurement integrity, cybersecurity, payment processing, and supply chain compliance, including mandatory requirements for safeguarding defense information, prohibiting acquisition of equipment from certain foreign regions, and ensuring electronic invoicing via Wide Area WorkFlow (WAWF). Personnel must possess a Real ID and undergo base access coordination, with no formal security clearance required. The point of contact for inquiries is Samuel Toledo and Olivia Christiansen L., and the contracting office is located at Nellis AFB. Payment will be processed electronically using the DoDAAC F3GHBA, and no contract value is specified as pricing is to be submitted by offerors in Attachment 3. Packaging and marking requirements are referenced but not detailed, and final acceptance occurs at the destination, Nellis AFB, with the government responsible for inspection. Subcontracting under commercial terms follows DFARS 252.244-6, and the contractor must provide a project manager on-site to coordinate with the 820th RED HORSE Squadron throughout the performance window.
