Geospatial data processing work

Natural Resources Canada is seeking qualified suppliers through an ongoing, indefinite solicitation for geospatial data processing services under Supply Arrangement NRCan-5000054560/C, which supersedes all prior versions of this solicitation. Suppliers already pre-qualified under earlier versions are exempt from resubmitting and will retain their existing arrangements. This open solicitation invites additional suppliers to apply for qualification across four distinct work categories: acquisition, structuring, and normalization of vector data; dematerialization and processing of raster data; processing of aerial photos; and dematerialization of aerial photos. Suppliers may qualify for one or more categories, each evaluated independently. The Supply Arrangement has no fixed expiration date and will remain active as long as it is deemed advantageous by the Government of Canada. Proposals must be submitted via the Canada Post CPC Connect platform, structured into three electronic volumes corresponding to technical arrangements, certifications, and additional information, adhering to standard 8.5 x 11 inch formatting with no specified page or word limits but constrained by a 1 GB per message and 20 GB per conversation file size limit. Suppliers must meet mandatory technical criteria to pass, with overall proposals evaluated against non-weighted scored factors including content accuracy, communication professionalism, and punctuality, requiring a minimum composite score of 10 out of 12 to be deemed acceptable. Delivery and acceptance occur at Natural Resources Canada’s office in Sherbrooke, Quebec, with quality assurance the responsibility of the supplier, subject to government inspection and rejection of non-compliant deliverables. Performance is tracked quarterly, and invoicing and payment procedures are governed by standardized reporting templates without designated federal accounting codes or invoicing platforms specified. No security clearance is required, substitutions of key personnel are permitted only under specific personnel change events with prior notification, and no options or organizational conflict of interest provisions are embedded in the arrangement. Integrity declarations are mandatory, with Indigenous business status being the only socioeconomic consideration recognized under Canadian procurement policy, requiring certification of Indigenous ownership and employee count. The contract is structured as a pre-qualification framework, with individual task orders issued later under the arrangement based on project-specific RFPs, aligning with a Lowest Price Technically Acceptable procurement approach.
