Geospatial data processing work

Natural Resources Canada (NRCan) has issued Request for Supply Arrangement (RFSA) NRCan-5000054560/C to establish a pool of pre-qualified professional services for geospatial data processing work. This arrangement is an ongoing opportunity for qualification with no defined end date, remaining valid until Canada determines it is no longer advantageous. The scope is divided into four work categories: acquisition, structuration, and normalization of vector data; dematerialization and processing of raster data; processing of aerial photos; and dematerialization of aerial photos. Qualified suppliers may apply for one or more categories, with each evaluated individually. The procurement is specifically set aside under the federal government Procurement Strategy for Aboriginal Business, requiring eligible Indigenous businesses to provide specific certifications. The supply arrangement functions as a framework to expedite future contracts through a two-phase process: initial qualification followed by individual Requests for Proposals (RFPs). Future requirements are solicited based on value thresholds, where projects under 40,000 may be directed to specific holders, those between 40,000 and 100,000 require at least three invitations, and those exceeding 100,000 are open to all qualified holders. Technical deliverables include the creation of orthophotos, digital elevation models, and the digitization of paper maps, with NRCan emphasizing final deliverables over specific methods. Evaluation for qualification requires a minimum of four distinct projects meeting mandatory criteria, while ongoing performance is measured by technical accuracy, punctuality, and professionalism. Only Canadian suppliers and those from applicable trading partners are eligible to participate.
