Geospatial data processing work

Natural Resources Canada (NRCan) is seeking to establish an indefinite-duration Supply Arrangement to engage pre-qualified suppliers capable of providing professional geospatial data processing services. This solicitation cancels and supersedes prior related solicitations but allows existing qualified suppliers to maintain their status without resubmitting arrangements. Suppliers may qualify for one or more of four distinct categories covering vector data acquisition and normalization, raster data dematerialization and processing, aerial photo processing, and aerial photo dematerialization. The arrangement remains open-ended to permit continuous qualification of additional suppliers over time, fostering a flexible vendor pool supporting evolving government geospatial needs. The scope includes delivering high-quality geospatial products such as orthorectified images, digital elevation models, mosaics, digital orthophotos, and structured vector datasets in compliance with rigorous project-specific technical requirements. Contractor performance is monitored through a comprehensive evaluation encompassing technical compliance, communication quality, content accuracy, and punctuality, requiring suppliers to achieve a minimum score to remain eligible. The contract incorporates key personnel provisions to ensure continuity and expertise, and explicitly states no security clearance requirements. Submissions must be electronically delivered exclusively via Canada Post Canada Connect, adhering to specific formatting and certification mandates. Pricing is not pre-determined within the solicitation, reflecting a supply arrangement rather than a fixed-value contract, and award decisions are based on a multi-factor trade-off evaluation balancing technical merit and other qualitative factors rather than price alone. This arrangement is governed by the Standard Acquisition Clauses and Conditions Manual customized for NRCan and includes specific integrity provisions but no explicit organizational conflict of interest clauses.
