The New York City Department of Environmental Protection is soliciting bids for the installation of green infrastructure along the North and South Conduit Boulevard medians in Queens. This capital project involves the construction of bioretention and drainage infrastructure within the right-of-way, including subsurface detention and retention systems, utility location via test pits, and the installation of various vegetated materials. The scope specifically covers bioretention work from 83rd Street to 88th Street and from Grant Avenue to Sutter Avenue. The contract will be awarded to the lowest responsive and responsible bidder, with a tie-breaking priority given to New York City bidders, followed by certified New York State small, minority, or woman-owned businesses, and then New York State bidders. The project is governed by the July 2026 Standard Specifications for On-Site Green Infrastructure and requires compliance with 2012 ADA Standards for Accessibility. Key contractual obligations include a two-year guarantee for all vegetated materials, the provision of performance and payment bonds, and adherence to prevailing wage rates under Labor Law Section 220. Because the work involves the MTA, contractors must have an executed agreement and approved insurance with the MTA. Bids must be submitted electronically via the PASSPort portal by December 10, 2026. Payment will be processed through the City's Payee Information Portal, and the contractor is required to submit a progress schedule based on the Critical Path Method within fifteen days of receiving the Notice to Proceed.
