This contract is a Total Small Business Set-Aside solicitation for the procurement of cold weather glove inserts, specifically designed with a green color, elastic cuff, and a four-finger plus thumb configuration. The original order quantity was 20,000 pairs but has been amended to 40,000 pairs. The gloves must comply with military packaging standards (MIL-STD-2073-1D and MIL-STD-129P) and require palletization for shipment. The production lead time is set at 120 days or less, with the final destination being New Cumberland, Pennsylvania. Offers are open to all responsible sources via the Defense Logistics Agency (DLA) DIBBS system, with solicitation materials to be posted online rather than issued in paper format. The contract emphasizes compliance with DoD regulations restricting foreign content under the Berry Amendment, requiring the majority of clothing and textile materials to be produced or processed domestically unless specific exceptions apply. Vendors must register through the DIBBS platform and have an active Central Contractor Registration (CCR) listing, with a designated super user managing user accounts within their CAGE code. Technical data and related specifications can be requested through the DSCP C&T Technical Data Repository online. Point of contact for questions includes Ellie Delerme, and the contracting officer is Marianne Campbell. This opportunity supports small business participation and adheres to federal acquisition regulations.
