This procurement eliminates any 100% option previously considered, with noted references including notes 1, 9, and 26 applying to the contract terms. Historical pricing indicates a prior purchase of 18,454 yards in April 2002 at $0.85 per yard. Offers must be submitted electronically, as paper solicitations are no longer issued, with copies available for download from the DLA Procurement Gateway after June 18, 2003. Amendments to the solicitation will not be available on the website, so prospective offerors must notify the Contract Specialist by email to receive updates. Registration for notifications is also available by entering appropriate FSC and NSN codes on the Gateway, which will provide direct links to solicitation documents. Additionally, due to the Berry Amendment and related statutes, the webbing must be produced in the United States or its territories unless an exception applies, reflecting the legal restrictions on acquiring foreign-made clothing and textile items for the Department of Defense.
