The U.S. Army RDECOM Contracting Center, Natick Contracting Division, intends to award a Firm Fixed Price Purchase Order to Avon Protection Systems, Inc., based in Cadillac, MI, for chemical respiratory protection products. The contract includes procuring specific items such as 18 Avon FM53 masks, 7 Avon ST53 SCBA (Self-Contained Breathing Apparatus) systems, 8 Avon ST-PAPR (Powered Air Purifying Respirator) systems, 10 Avon Voice Projection Units (VPU), Avon Filters, and various miscellaneous components like nosecups and outserts. The procurement will be brand name only, with the Avon FM53 mask being the commercial variant of the M53, selected competitively based on tactical law enforcement needs, product performance, and compatibility requirements. The ST53 SCBA and ST-PAPR systems are uniquely certified by NIOSH for use with the FM53 mask, meeting essential certification standards required for state and local law enforcement agencies using Department of Homeland Security grant funding. This contract reflects a thorough selection process that included demonstrations to the APPS Integrated Product Team and involvement from the SWAT IPT and the National Institute of Justice for the Tactical Officers Full-Face Respirator program. The certification of the systems by NIOSH is a critical factor for procurement eligibility. Additionally, the contracting center has invited interested parties to express their interest and capability to supply these products before December 2, 2009, to determine the possibility of future competitive procurements. The contract is managed under FAR 13.106(a)2(b) with a focus on meeting law enforcement and tactical operator priorities related to chemical respiratory protection.
