The United States Army Research, Development & Engineering Command (RDECOM) plans to award two firm fixed-price purchase orders under other than full and open competition provisions to Outdoor Research Inc. and Ansell Hawkeye Inc. These contracts will procure 120 units each of Outdoor Research's Firebrand Glove with Blackjack Liner and Ansell Hawkeye's AHI Glove systems. These glove systems are designed for cold and wet weather protection, featuring waterproof yet breathable shells, water-repellent liners that can be worn separately or combined with the outer shell, durability, dexterity, grip, and insulation performance with a minimum Clo value of 1.2. The procurement aims to support a Limited User Evaluation (LUE) to establish minimum requirements for the forthcoming solicitation for the USMC Mountain Cold Weather System. Market research was conducted via a Request for Information (RFI) posted on FedBizOpps, which resulted in submissions of four glove systems from three companies. Only Outdoor Research and Ansell Hawkeye met the required specifications and complied with the Barry Amendment. No full and open competition is pursued as these two suppliers are the only sources identified to meet the needs. Interested parties are invited to express their interest and capabilities for future acquisitions prior to the synopsis expiration date. The contract will be administered by the Natick Contracting Division in Massachusetts, with point of contact Michael Griffin available for inquiries.
