The Government is soliciting offers for a contract related to ICW gloves, specifically for the first and second one-year option terms during the periods of September 2009 to September 2010 and September 2010 to September 2011, respectively. This solicitation, issued as a Total Small Business Set-Aside under NAICS code 315992, follows an existing base contract and aims to test the market for these option periods. The contract will be an Indefinite Delivery Indefinite Quantity Firm Fixed Price arrangement with minimum and maximum order quantities set at 36,000 and 180,000 pairs per term. Deliveries are required to start 120 days after the award date and are to be made to depots in New Cumberland, PA, and Tracy, CA, with FOB Destination terms and inspection and acceptance at the source. The gloves must meet MIL-T-44419A specifications, and first article testing is mandatory. Offerors must abide by domestic sourcing restrictions, ensuring that all materials and manufacturing occur wholly within the United States, in compliance with statutes such as the Berry Amendment and relevant DFARS clauses. Product evaluation will emphasize a product demonstration model as the most important criterion, followed by past performance and surge sustainment capabilities. Interested vendors must be registered in the Central Contractor Registration (CCR) and obtain access through the Defense Logistics Agency’s DIBBS system for solicitation documents and registration. The Government reserves the right to cancel the solicitation without awarding a contract, and award decisions will be based on best value source selection procedures. Technical data requests and further assistance are provided via dedicated online portals, ensuring transparency and ease of access for small business participants.
