Delivery is expected as soon as possible following award, with a solicitation package made available online via NECO and FEDBIZOPPS around September 6, 2011. The contract will be awarded without competition, based on the authority that KDH Defense Systems is the sole source capable of fulfilling this requirement. Although this notice is not a call for competitive proposals, submissions of interest or proposals will be considered to inform the Government's decision on whether to proceed with a competitive procurement. Vendors submitting offers must self-certify they are not suspended, debarred, or otherwise ineligible for federal contracts and must be registered in the Central Contractor Registration (CCR) database prior to award. Lack of registration or failure to self-certify may disqualify an offer.
