The US Marine Corps is conducting a sources-sought survey to identify suitable fabrics and liners for a potential New Physical Fitness Uniform. The objective is to find materials that maximize comfort and durability for both physical training and liberty time. Key requirements for outer shell fabrics include moisture management, water repellency, tear strength, anti-microbial properties, and resistance to abrasion and staining, with a preference for microfiber textures. Liners will be evaluated primarily on their weight, elasticity, anti-microbial properties, and moisture management capabilities. Interested parties must submit three-yard samples of each material along with comprehensive technical data covering weight, yarn count, breaking and tear strength, dimensional stability, water resistance, moisture vapor transmission, and air permeability. All submissions must be Berry Amendment compliant. Submitted samples become government property and will not be returned. This initiative is managed by the Department of Defense through the Office of W6QK Acc-Apg Natick.

Full Description

NA The US Marine Corps (USMC) is conducting a survey of fabrics and liners for a potential New Physical Fitness Uniform (NPFU). Prototypes of design concepts will be displayed at the upcoming Modern Day Marine show being held on September 17 through the 19th at Quantico Marine Corps Base, Quantico Virginia. The USMC is looking for fabrics and liners with properties that will give the Marine the most comfort and durability during physical training (PT) and be comfortable enough to wear during liberty time. Imp ortant features to be considered for the outer shell are moisture management, water repellency, tensile and tear strength, anti-microbial properties, durable to repeated home launderings, quiet, low air permeability, good soil and stain release properties, good abrasion properties and fabric hand and appearance. Fabrics that possess a micro fiber hand are highly desirable in as long as they meet durability requirements. For liners, moisture management, weight, anti-microbial and elasticity are all critical considerations. Interested parties must submit three yards sample of each fabric or liner along with complete technical data information including but not limited to the tests listed below: -Weight oz/sq.yd. ASTM D3776 -Yarns per inch ASTM D3775 -Breaking Strength ASTM D5034 -Tear Strength ASTM D1424 -Dimensional Stability AATCC135 After 20 launderings -Water Resistance AATCC 22 -Moisture Vapor Trans, ASTM E96 Test BW (Inverted) and Test B (Upright) -Air Permeability D737 All fabrics received will become Government property and the Government will not return any samples submitted. The Government holds the right to test any of the fabrics. Additionally, all submissions must be Berry Amendment compliant.

The US Army DEVCOM Soldier Center, in coordination with the Product Manager for Soldier Clothing and Individual Equipment, has issued this Sources Sought Announcement to identify potential sources of multifunctional fibers, yarns, fabrics, coatings, or finishes. The primary objective is to enhance the environmental protection of dismounted Warfighters by identifying materials that provide at least two functionalities, such as moisture management, thermal protection, repellency, vector protection, and flame resistance. The government is seeking both near-term solutions with a Technology Readiness Level (TRL) of 5 to 7+ for rapid integration into active Programs of Record, and far-term next-generation concepts with a TRL of 2 to 4 to inform future technology investments. All submissions must be completely PFAS-free and avoid cyclic siloxanes, silicones, and heavy metal catalysts. Respondents must provide detailed business information, including CAGE and NAICS codes, and verify compliance with the Berry Amendment. Technical submissions require comprehensive data, including GHS-compliant Safety Data Sheets and verifiable test reports adhering to standards such as ASTM D5034 for tensile strength and AATCC TM22 for water repellency. Physical samples, including specific yardage for fabrics or minimum meterage for yarns, must be submitted for destructive laboratory testing. Electronic responses, including white papers and the completed Appendix A template, are due by December 23, 2026, with physical samples to follow within six weeks. This announcement is for information gathering and planning purposes only and does not constitute a formal solicitation or a commitment to award a contract.
