AI Contract Overview
Effective October 28, 2005, the Electronic Subcontract Reporting System (eSRS) was introduced for all civilian agencies and their contractors to electronically submit subcontracting accomplishment reports, replacing previous paper forms SF-294 and SF-295. The system operates at an initial capability level, allowing contractors to file individual contract reports and summary subcontract reports online via www.esrs.gov. Agencies have discretionary authority to grant a 60-day extension for report submissions following the initial operating period, but the Department of Defense (DoD) contractors will continue to submit paper reports until eSRS becomes operational for them, anticipated in the third quarter of fiscal year 2006. Until then, DoD contractors are expected to adhere to existing paper submission schedules. The guidance clarifies reporting requirements to reduce confusion across agencies, particularly concerning fiscal years 2004 and 2005. Civilian contractors must submit their fiscal year 2004 summary reports through eSRS, except certain contractors under GSA and NASA who may use their respective electronic systems. Individual contract reports for 2004 and mid-year reports for 2005 are not required to be submitted electronically at this time. However, an end-of-year submission for both types of reports for 2005 is mandated within 60 days of eSRS availability, i.e., by December 31, 2005. Contractors with closed contracts from FY 2004 or 2005 who have not filed final reports should now use eSRS to comply. Questions or requests for assistance are directed to contracting officers or official contacts, with additional resources provided online and by SBA or Integrated Acquisition Environment representatives.
